I'm still wondering how do we know when we complete the younger merchant? Because after the first time you visit him it says complete? Is

There is no specific last place. The quest steps are always in the same order, but the locations are not.

But how do we know when it's complete, because the first time you talk to him it says completed is that the last one? Or is this quest intended to be this way

That "unbreakable chain" has also been there for some time, it's part of a quest.
