I should point out that there are both Light and Heavy, Small and Large shields. This one would qualify as a heavy, small shield; with a magical bestowment, seeing as it is moderate in Block (small) with a penalty to movement and attack (heavy). However, with the damage penalty, I'd say that the magnitude of Fear should be at least 3.

Seeing that there are many kinds of shields, this wouldn't be the only L/E/R- shield in the arsenal.
However, all shield are a pain to wear (speaking from 16 years of experience), it is a given that they all should provide a penalty to AC. However, it would be possible to have one with high BR and only a small penalty to AC (but that would make it unlikely to have any DR). Such a shield would be a Large, Light shield.

An ideal shield for me would have the following stats:
AC -7
BC 16
DR 2
AD -1
HP -3
; That would be a Medium, Heavy shield

There are many ways to compose a shield, but near impossible to make one without penalty, unless it is Small, Light, but then ut would give no significant bonuses statwise. If it were Legendary, it would have some beneficial enchantment to make up for the low stats, though

The problem is that fear reduces the monsters BC by 10% and it's DR by 1, which is equivalent to increasing your AC by 10% and your AD by 1. That's not really desirable in a shield, which should not have significant offensive capabilities, so I tried to offset that by putting a penalty on the base stats. A better solution would be to introduce a new actor condition, "fright", that only reduces the monsters AC and AD (equivalent to increasing your BC and DR). Then the offensive stats of the shield would depend only on the base stats, and the defensive stats would be boosted when "fright" was activated.

Fright: AC -5%, AD -1
Shield: BC 13%, AC -6%, 10% chance of Fright x 3 on hit (a chance per turn of 10%, 19%, 27%, or 34% for 1, 2, 3, or 4 attacks per round).

Were it a Legendary shield, the effect chance would have to be a minimum of 15%, and 20% preferred, seeing that the effect is only active for 1 round. Or keep 10% but have the effect last for 2-3 rounds instead.
It is debatable whether or not it would pass as an extraordinary shield with those stats. Perhaps.
Certainly not a legendary, though.

But I do agree that Fright would be more suitable for the shield's intended purpose

Again, this would noy be the only L/E/R-shield out there, so keep suggesting new stats and builds!

This is still kicking around on my list. I created a new legendary item for the next release, but not a shield. Maybe I'll also create an extraordinary version of this shield.

Actually, I already created one extraordinary shield. I just forgot I had done it . So hopefully there will be something in the next release

No but there was an idea for shields for both the Shadow and Light (Etheria?) factions in the game
