So why not all three kinds?!!
Rare
Items that you can obtain at shops for insane amounts of gold, just like "Ring of backstabbing" or "Ring of Protection" and other stuff you can get at Fallhaven tavern
Epic
Items that can be dropped by pretty much any monster on the map and which are better but also harder to obtain than rare items (one might additionally consider some function that these items increase in quality along your level, e.g. every 20 levels, or so)
Legendary
Items that can only be obtained in certain areas from very tough monsters, just as it is now with insanely low drop rates. You get what you grind for!! Only, I would love to see more places and even harder monsters for each new item, successively increasing in level, quality and monster toughness, see also this thread: http://andorstrail.com/viewtopic.php?f=4&t=4324
In this way, we'd offer every type of player the choice of whether he wants to grind or is already satisfied with the slightly less good stuff. IMHO that'd be a pretty neat solution for everybody.
