Lots of people would agree with you that the chances of finding legendary items is too small even with the MF skill then there are others that point out that the items are Legendary so that means very few people should have them. I understand both sides of thinking so I can't really agree or disagree with it. As far as MF as a cheat it really isn't because even with MF there is still a percentage that you will never get one of the items. So MF can't be considered cheating.
As far as the redistribution goes, at this time it is better to start up a new character if you want the character to be built a certain way. Most of the people on the forum have more than one character and I personally am running 4 characters (Plus a fifth for the Bam-Bam Challenge) so I would suggest that path.
