+1 nice skill, how about make it a bit more usefull. Instead of just bybass enemy you can make double move (move twice) in any direction. I also love to see level 3 of this skill = attack once when moving throught enemy space

Basically, if you have 12 AP and wear villains leather, or coward boots, or one of the Valugha items, you can move twice: sidestep (8-1) 7 AP, second movement (6-1) 5 AP.
Or move three times, with the boots, Valugha's hat and the leather or the gown: 5AP+3AP+3AP

What about Shadowplay (or Play of Shadows)? Totally unique and fitting for this game!
(and on top of that there's that old song "shadowplay" from the former Marillion singer Fish)

ahh.. yes and with level 3 on this skill.. when you got surrounded by enemy you choose to take chance (70%) and make special move.... *spiders everywhere.. im surroundet no hope.. need to do something desperate or die... perhaps my only hope is this secret move xxx and then i need just run... i desided to leave my fate to the hands of lady luck...
i rush throught one of the spider and simultaneously stabbig it with my blade. I feel euphoria when i hear it screaming.... while moving farther of rest of them... now i need just run faster than them...*

I think it is fine with the 2 levels i suggested in the OP.
Being able to attack would potentially become overpowered.

I've been thinking about this skill; I would like to use "sidestep" for low level builds also, and that's not possible when it is a high level skill that even requires combat speed (@ xp levels 15 and 30)...
So I would like it better if it was a movement option available for everyone, when standing next to a monster.
The sidestep should use 2*normal movement(6AP), so at low levels you'll have to equip the villain's leather and/or the coward boots to get it working.
Evasion should increase your chances of succes (we were looking for a new use of evasion anyway), like:
Normal (0 evasion): 20% chance of success
1 evasion: 35% chance of success
2 evasion: 50% chance of success
3 evasion: 65% chance of success
4 evasion: 80% chance of success

OP: I think the amount of AP required to use this skill should not be effected by equipment that lowers your movement (like vilains armor)
If it was made to be a skill for lower levels:
I think that the amount of AP required should be 10ap.
Consittering this is suppost to be a last resort all out dodge (or tumble) it would make sence that there is no time to try and mount any sort of attack.
If you want to make it broken, keep it as a high level skill with the requirments like i stated in the OP, if it is desired for a lower level player it should be NERFed quite a bit.

Seeing it associated with evasion so much gave me an idea. Why don't we make it a real high level skill?
Prerequisites:
Evasion level4
Dodge Lv 2
Combat speed lv2

I think so, the q sits very close to the a...
Back to the proposal: a real high level skill.
I'm wondering why anyone should want this skill if it's only available at high levels.
When you're high level, you'll likely have high AC and AD, and probably high BC also. Then what's the need of sidestepping?
At low levels, however, sidestepping could be a way to bypass monsters.
Granted, that means no loot and no experience, but you'll be able to finish some quests by only fighting the necassary mobs (bosses) - and of course the monsters where the sidestep fails....
