I even uninstalled ATK. Do you have Lookout Mobile Security? Should I try to nuke that and see?

Yep this happens after 6 slow taps on SGSI. But I don't care, I agree strongly with lady black. If any bug fix is required it would be to change the dialogue to "Loading resources, please wait..."

have u rooted your phone?
if yes try fixing permissions in your recovery
if not try stopping the Mobile security but I don't think it woyld cause some problem
