Since you will never have a 100% guarantee to hit, no matter how high you build your AC (because of the dice roll system), I like having the extra chances to strike. I currently have level 2 of Combat Speed and wear the Jewel of Fallhaven, so I get 6 hits from the QSD, and if I need a little extra, I can take a minor potion of speed for a 7th. I use this to attack 2 at a time for the robed guys, and its enough to kill a Chaos Beast even if I miss once. If I miss twice, I usually get hit by them though.
But I like switching weapons around, and adjusting my gear to compliment the weapon so I might have to change my answer in a week or 2.
Oh, wow, I didn't even notice your AC. It's way above mine. I hit first most of the time, you should crushing in there. I only recently started building up my BC, and I can tell you it saves a ton of BMP, time using BMP, and vigilance of screen watching. After switching back to it while playing last night, I found I was now able to not only 1-shot most of the colorful robed guys, but even take on 2 Chaos Beasts at once and kill them before they can hit me first. I don't know if its an actual weapon stat or not but it did feel like the QSD allowed you to hit first more often, so I still give it points for that (if its actually true). I only have about half the cc% as you but I still get the critical hit 1 out of 2 swings so you're right, it is more powerful and also allows for faster grinding.

But then I saw a discussion on these boards that there was more benefit to upgrading AC & AD, and at the same time learned about the RoLS (this was all during v.0.6.8) so after getting my HP to 50, I focused my level ups after that on AC & AD while grinding for that ring (which I never got...).
I did the same after v0.6.9 was out and I was grinding by that infamous cabin after finishing all the quests up to that point. But now I'm back to also increasing my BC & even HP on level ups.
But getting back on topic, I still think the QSD might still be better in the situations where you're fighting 3 high level monsters at a time, like that one fence in the caves. And even then, I'd recommend also taking a speed potion to increase your odds of first kill.
