I was giving you a very subtle hint on where to find the guy.
Nut's answer to your duplicated question in the other thread gives you more of a detail answer.

Any kind soul who could provide a hint as to what levels you should be in general with a balanced build of sword and shield with evenly distributed stats on every level up?
I know that a lot is dependent on chance, equipment and play style.
I remember in one of my first play throughs, I wandered into gargoyle cave and came out with the RoLS on the first run, making the rest of the way a lot easier. I also have a memory of getting two handed proficiency + crit chance, and having a blast crushing everything in my path, until I came to face the hirathils of course
I just want a general guideline as to where to visit and where not to visit at what levels. Or in what order so that I don't suffer on every turn.
If someone could provide the general level of neighbourhoods that would be great. :)

You usually know before you get into them if an area is too hard. Either there's a monster blocking the path, or just the first few monsters you encounter will make it clear. In general though, central towns, Crossglen, Vilegard, Loneford, etc are easy. The further away you go the harder they tend to be.
