GUI:
System notification about gained exp and items is drawn over PC stats and quick slots - it's easy to miss low HP.
How about adding a red tint over whole screen (may be except icons) when HP is dropped to 50% and increase it to completly red-and-black monochome image when HP is dropped to 5% ?
Scrollbar in dialogs is drawn over text.
Text over map is selectable. I'm doubt that it can have any practical use.

This doesn't make it a bug just because you perceive it having no practical use.
The scroll bar doesn't matter as it disappears after a few seconds.
In 11 and a half years of playing this I've never seen the toast dialogue appear so low at the bottom of the screen before

What is the practical use of selecting text on a map? Copy-paste fictional geographical names into the translator is pointless.

It doesn't matter. In order to be a bug it has to have a negative result or prevent you from doing something.
A bug is an unexpected or undesirable side effect or result.
This could be a "feature" to some people.

We could make the text narrower so that it won't be hidden by the scroll bar, but then it would be longer in height and you would have to scroll more often.

Some of these effects are because there is no "Android". There is the stock Android from Google, but most devices have a modified version of that. So in some cases at least, these are not our bugs. They are a result of what the device manufacturer changed in the OS. In such cases we probably cannot even reproduce them, let alone fix them.

System notifications can be replaced with some custom wanishing message: "2 items 123 gold 456 exp", use empty space if something absent: "2 items [space] 456 exp".
How about turning loot setting into something like that?
Dialogs can be wider - there is enough space.
I don't know, but totally sure that there is must be some standard way for disabling text selection when it unwanted.
