I tried interacting with Halvor after meeting Lodar but don't find anything that related to the cloth either.

When Halvor needs healing, don't give him something you can get from Fallhaven... However, you can get the same hat when you stroll along the road to Ramgard. That's all I will say otherwise I will have to spill your blood. I mean, the beans.

What if you could choose a reward for this quest? Would it be possible to implement, to offer the choice of a boot for your build? So that you could have a heavy globe trotter or a cloth globe trotter too. Maybe with slightly different stats.

We almost never change existing quests, and would not change the rewards (unless it's actually a bug). Doing so would not be fair to players that have already completed the quest. Or, perhaps, depending on the change, to those that have yet to complete it.

I don't think it would be unfair to old players to introduce a choice of reward for this quest. The original reward would remain, you'd just give a choice to get one that suits other builds. Considering how long this quest is, this would be only fair to those trying other paths than light armor.
Sure, currently light armor is the best choice, but you too said that new items would be desirable for both heavy and unarmed, to make them a more viable path.
