Is there a way yo reset the quests?
After hours of going up and down to talk to each settlement, I leveled and saved only to realize the quests are both complete and that somehow I did not side with either. Wtf?

No, you cannot reset quests.
I know that if you tell one leader that you will side with the other, then that leader's quest will close without you being able to continue to the final reward. I've never tried ending them both, but I suppose it's possible.

Yes, it is possible to not side with either. Except for a savegame, there is no way to reverse this.

I was planning on using the blackwater helmet for my set...
For now it is:
Wep - Yatagan (5AP 19AC AD 4-12 CC10 CM 2)
Shield - Iron Shield (-10AC 13BC 1DR)
Armor - Serpent's Hauberk (12AC 14BC 2DR CC8 HP+8)
Helmet - Leather Cap(6BC)
Glove - Troublemaker Gloves (7AC 4BC CC4 HP+1)
Boots - Woodcutter Boots (3AC 8BC HP+1)
R1 - Erwyn's Ring(3DR)
R2 - Villain's Ring (25AC AD3-6 HP+4)
Pendant - Superior Neck of Protector (8BC 2DR HP+5)
Mixed with a focus on DR. Want change villain to rols.
What more should i change??
I spent a skill on double wielding, but i will use a second weapon later with a RoL or something.

Using only one Blackwater item is kind of pointless as their full benefit is only really reached when paired together
