I me be sending you on a fool's errand, but if I were you I would try talking to the Prim boss again; something like this would really get under my skin, not being able to finish a quest.

That just gets me shouted at (by the guard I believe), but nothing happens. I do not get to read or pick up the papers.

i am really curious about the last entry in your quest log,
but if all else fails - send Oskar your save file & he can isolate the issue if there is one.

not only would it fix your game (if there is a bug or a catch)
but it would also keep this from happening to other players.

Indeed, I have mentioned it before.

Last 2 for each:

The Agent and the beast:
- I have spoken to Harlenn in the BWM settlement. Apparently the settlement is under attack by a number of monsters, the Aulaeth and white wyrms. On top of that, they are being attacked by the people of Prim.
- I have decided to not help the people of the BWM settlement.

Clouded intent:
- Guthbered still believes that the people in the BWM settlement have something to do with the attacks.
- I have decided to not help the people of Prim.

Both are listed as completed.

It's just that I know that both lead to an additional quest that I now can't start, I could imagine that was intentional though. Possibly there are 3 ways this can go rather than the 2 of siding with either group.

I'd be happy to share a save file if this is considered a bug.
